This is product of France's 2015 Energy Transition For Green Growth Act which set out six objectives:

- Reduce GHG emissions by 40% by 2030 from 1990 levels ;
- Halve final energy consumption by 2050 from 2012 levels ;
- Reduce fossil fuel consumption by 30% by 2030 from 2012 levels ;
- Have renewable energies account for 32% of final energy consumption and 40% of electricity generation by 2030 ;
- Halve the amount of landfilled waste by 2025 ;
- Reduce the share of nuclear power in the energy mix to 50% by 2025.

These oppressive and draconian economic measures will lead the race to the bottom.
