People scoff at the notion of population control at the hands of Technocrats. The written Agenda 21 goal of reducing population to under one billion would logically require the biggest genocide in the history of the world. And yet, to an an eco-Technocrat, reducing population is the perfect and efficient solution to reducing carbon.
